The SINCEP‑Africa consortium is governed through a clear structure of oversight and accountability — from strategic decision‑making at the Project Steering Committee, to day‑to‑day coordination, scientific leadership, and independent scientific advice.

Consortium Bodies
The governance structure of the consortium comprises five bodies, each with distinct roles and responsibilities.
Project Steering Committee (PSC)
The decision‑making body of the consortium, made up of the leader of each partner beneficiary.
Coordinator
Legal intermediary between the Parties and the Granting Authority. Co-chairs PSC meetings.
Scientific Leadership
Promotes networking and partnership, and provides technical oversight of implementation. Co-chairs PSC meetings.
Work Package Leaders Group (WPLG)
An assessment group without formal decision‑making power, reviewing project implementation.
Scientific Advisory Board (SAB)
Appointed and steered by the PSC to assist and facilitate its decisions.

Acts as the intermediary between the Parties and the Granting Authority, performing all tasks assigned to it in the Grant Agreement and the Consortium Agreement including:
- Monitor that the action is implemented properly
- Request and review any documents or information required and verify their quality and completeness before passing them on to the granting authority
- Submit the deliverables and reports to the granting authority
- Distribute payments received from the granting authority to the other beneficiaries without unjustified delay (see Article 22)

Oversees the project's scientific governance and leadership, including:
- Coordinating meetings and drafting the full project proposal
- Acting as key contact point for Global Health EDCTP3 JU on scientific governance
- Steering and overseeing development of the scientific actions
- Reviewing deliverables and reports before submission by the Coordinator
- Leading work packages related to scientific project leadership

Work Package Leaders Group (WPLG)
Keeps track of effective implementation of the project, assesses Work Package Leader reports, and supports the Coordinator and Scientific Leadership in periodic reporting to the Granting Authority.
Scientific Advisory Board
Nine‑member board — appointed by the PSC
The Scientific Advisory Board (SAB) will be appointed and steered by the Project Steering Committee. The SAB shall assist and facilitate the decisions made by the PSC.
- The Scientific Advisory Board will contribute its expertise and knowledge of the health and scientific ecosystem to SINCEP-Africa in order to facilitate the proper coordination of its research and interventions activities, but above all to ensure that they are integrated into the health systems of Africa.
- The Scientific Advisory Board's contribution ranges from recommendations and advice on operational projects to scientific and/or operational research aimed at providing solutions to people's health problems, thereby helping to reduce morbidity and mortality in Africa.
- In addition, the Scientific Advisory Board will facilitate connection and networking with African and international institutions, the various ministries of health and industry, thereby contributing to a rapid and appropriate response to the various health emergencies.
